25 JAN 2019—Under the Maritime Industry Authority (MARINA)’s new rules and regulations prescribed in Memorandum Circular No. MD-2019-01, the Seafarer’s Identification and Record Book (SIRB), commonly known as “Seaman’s Book,” will be replaced by the Seafarer’s Record Book (SRB) and the Seafarer’s Identification Document (SID).

The circular defines the SRB as “a document issued . . . to all Filipino seafarers and cadets/cadettes that serves as record of sea service of the holder.”

The SID, meanwhile, “refers to an International Identity Document under ILO Convention 185 (revised 2003) used to obtain proof of the bearer’s eligibility for visa waiver; and to identify them as genuine seafarers who may be entitled to transit with their passport at ports and border crossings, and to shore leave without a visa.”

Both the SRB and the SID are required of all Filipino seafarers serving onboard commercial vessels (35GT above) and fishing vessels (50GT above).

As for SIRB holders, the circular clarifies that “all previously issued SIRBs shall remain valid until their expiry period and can be used in application for SID.” Seafarers whose SIRBs are still valid may apply for the SRB if desired but may keep using their SIRBs until expiry.


Documentary Requirements for SRB

  • NEW
    • Birth Certificate (SECPA) or Passport or Identification Certificate issued by the Bureau of Immigration (in case of dual citizens)
    • Marriage Contract, for married woman
    • Valid NBI Clearance
    • Certificate of Completion for Basic Training (BT)
    • Transcript of Records (TOR) or Completed Academic Requirements (CAR) for Maritime Courses (as applicable)
    • Two Documentary Stamps
  • RENEWAL/RE-ISSUANCE
    • Old SIRB/SRB
    • Marriage Contract, for married woman
      Valid NBI Clearance
    • Certificate of Completion for Basic Training (BT)
    • Duly Notarized Affidavit (for Lost or Damaged) which are still valid
    • Two Documentary Stamps
  • ONBOARD APPLICATION (Lost or Damaged SRB/SID)
    • Letter request from the company/agency
    • POEA approved employment contract
    • Crew list duly signed by the master
    • Clearance of no pending case/obligation or unpaid penalty from Legal Service
    • Affidavit by the Seafarer and confirmation by the master
    • Company Affidavit of Undertaking (duly notarized)
    • Two Documentary Stamps

Documentary Requirements for SID

  • NEW
    • Valid SIRB or SRB
  • RENEWAL/RE-ISSUANCE
    • Valid SIRB or SRB
    • Duly Notarized Affidavit (for Lost or Damanged)
  • ONBOARD APPLICATION (Lost or Damaged SRB/SID)
    • Valid SIRB or SRB
    • Letter request from the company/agency
    • POEA approved employment contract
    • Crew list duly signed by the master
    • Clearance from Legal Service as to monetary obligation
    • Affidavit by the Seafarer and confirmation by the master
    • Company Affidavit of Undertaking (duly notarized)
